Global Disarmament Treaty

We the people who have been elected and chosen to govern the nations on the Earth, in order to eliminate and reduce the possibility and severity of wars, do agree to this Global Disarmament Treaty so that nations and human beings may settle their conflicts in peace and with justice according to universal laws that are fair for all without the intervention of armed force.

First Stage

Upon ratification of this treaty the government of every nation shall declare to the International Atomic Energy Agency (IAEA) whether or not they have any nuclear weapons or nuclear power plants. Those nations that do have nuclear weapons or nuclear power plants shall submit a complete report to the IAEA within six months and allow their inspectors complete access for verifying the report.

Upon ratification of this treaty the United Nations Security Council shall appoint the Commission for the Disarmament of Biological and Chemical Weapons (CDBCW). The government of every nation shall declare to the CDBCW whether or not they have any biological or chemical weapons. Those nations that do have biological or chemical weapons shall submit a complete report to the CDBCW within six months and allow their inspectors complete access for verifying the report.

Within six months of the ratification of this treaty those nations with military bases in other nations shall withdraw and evacuate all their armed forces and weapons from those foreign bases.

Within one year of the ratification of this treaty those nations with nuclear weapons shall dismantle all those nuclear weapons and allow complete access to the inspectors of the IAEA for verifying that no nuclear weapons remain. Nations with nuclear power plants shall establish regular and continuous monitoring of nuclear materials and allow complete access to the inspectors of the IAEA for verifying that monitoring and to make sure than none of those materials are made into nuclear weapons.

Within one year of the ratification of this treaty those nations with biological and chemical weapons shall destroy all those biological and chemical weapons and allow complete access to the inspectors of the CDBCW for verifying that no biological and chemical weapons remain.

After the completion of the first stage at the end of one year after the ratification of this treaty any person, group, or government that makes or attempts to make or use any weapon of mass destruction, including nuclear, biological, and chemical weapons, shall be considered a violator of this treaty and international law, subject to discipline and sanctions by the world community. Any government or group that uses or attempts to use military forces outside their national borders shall be considered a violator of this treaty and international law, subject to discipline and sanctions by the world community.

Second Stage

Within two years of the ratification of this treaty all military missiles and rocket-powered weapons on Earth, including those on airplanes or naval ships, shall be destroyed. Any nation or group desiring to maintain rockets for the peaceful exploration and use of outer space shall make a full report to the United Nations Security Council or the Federal Earth Democracy (whichever is in effect at the time) so that they can verify and monitor that such rockets have no military use.

After the completion of the second stage at the end of two years after the ratification of this treaty any person, group, or government that makes or attempts to make or use any military missile or rocket-powered weapon shall be considered a violator of this treaty and international law, subject to discipline and sanctions by the world community.

Third Stage

Within three years of the ratification of this treaty all air forces and military airplanes on Earth shall be destroyed. Any nation or group desiring to maintain airplanes for civilian transportation and commercial use shall make a full report to the United Nations Security Council or the Federal Earth Democracy (whichever is in effect at the time) so that they can verify and monitor that such planes have no military use.

After the completion of the third stage at the end of three years after the ratification of this treaty any person, group, or government that makes or attempts to make or use any military airplane or any airplane with a weapon shall be considered a violator of this treaty and international law, subject to discipline and sanctions by the world community.

Fourth Stage

Within four years of the ratification of this treaty all naval forces and military vessels at sea and on other bodies of water shall be destroyed. Any nation or group desiring to maintain ships or boats longer than ten meters for civilian transportation and commercial use shall make a full report to the United Nations Security Council or the Federal Earth Democracy (whichever is in effect at the time) so that they can verify and monitor that such ships have no military use.

After the completion of the fourth stage at the end of four years after the ratification of this treaty any person, group, or government that makes or attempts to make or use any naval vessel or military ship with a weapon shall be considered a violator of this treaty and international law, subject to discipline and sanctions by the world community.

Fifth Stage

Within five years of the ratification of this treaty all army weapons larger than small arms shall be destroyed. Any nation or group desiring to maintain weapons for law enforcement by local, state, or national police shall make a full report to the United Nations Security Council or the Federal Earth Democracy (whichever is in effect at the time) so that they can verify and monitor the use of such weapons.

After the completion of the fifth stage at the end of five years after the ratification of this treaty any person, group, or government that makes or attempts to make or use any weapon larger than small arms shall be considered a violator of this treaty and international law, subject to discipline and sanctions by the world community.
